can't = can not, meaning you are able to not do something
cannot = you are not able do something.
cannot and can not are two different words.
meaning that if i "can't" ban him, I am able to not ban him. (I have chosen to not ban him, or i have the ability to not ban him). Meaning I am also able to ban him. If I cannot ban him, that means i am not able to.
Big difference.
