I see what he means by it looking feminine, but I still wouldn't advise cutting it off. Even if with all things considered, it probably looks better than it would if it was short.
The primary difference between your hair and Justin long's that makes his hair look better is that it looks like you have razored edges instead of blunt ones. It also looks like you're using a hair straightener. Usually that combination gives you the typical Justin Bieber/Emo look when you have medium length hair with long bangs...but when you have long hair and straighten it with razored edges, it almost looks like you're rocking The Rachel
How old are you?
To be honest, your facial hair isn't growing in everywhere right now. It's not hitting everything and it's not thick enough...so you'd probably look better without it. Right now it looks like you're trying and failing

so if my overall advice and opinion means anything to you:
Keep the long hair, shave the beard. When you go in to get your hair cut, just ask your hair stylist to give you more blunt edges...be upfront..say that with the razored edges it looks sort of feminine...otherwise your hair stylist might just give you NOTHING but blunt edges and it'll look like shit
What you WANT is a mixture of blunt and razored edges. Also if you ARE straightening your hair (and I won't believe you if you say you aren't...because it looks fried)...it might be better if you didn't. It does look somewhat more masculine since guys aren't supposed to have perfectly straight, neat and kempt hair
