No show verses will not be permitted, if you drop a no show verse and the other person shows before the deadline you will not be allowed to edit your verse. Please don't wait for the last minute to drop, drop as early as you can.

Yes he is supposed to drop if he signs out in the middle of the week after his match has been setup...so the loss still goes to him but he wont be banned for no show.
